Concerned Citizens of ST. Tammany (CCST) is a grass roots, non-partisan, diverse citizens group that was incorporated as a “not for profit organization”. The original organization Concerned Citizens of Lacombe was founded in January 2010. Although the organization concept was on the minds of many people in 2010, the group mobilized quickly and formidably when the Parish Zoning Dept., permitted a Waste Transfer Station in the front entrance to Lacombe at the intersection of I-12 & Hwy 434. This was done in our opinion under the radar and without a public hearing. Within 60 days of our establishment of CCL, we had a membership of approximately 150 people and in less than one year we had a membership of over 600 people. CCL brought a community together like never before with support from people all over St Tammany Parish. CCL’s mission was to truly represent the people regardless of race, creed, color, nation origin or economic status. The goals were simple yet vitally important to the citizens of Lacombe and all of St Tammany to insure honest transparency in combination with positive and appropriately planned growth. CCL decided that it will be a proactive partner in the community and will help to enhance the quality of life for all of our citizens. After winning the legal battle in court, CCL Board led by President Rick Franzo decided that after witnessing such blatant abuse of power and back door deals, the only way to effectively change this “good ole boy” system was to have CCL go Parish wide under the name of Concerned Citizens of St. Tammany. This would give us the ability to reach more people and better serve the community. Concerned Citizens of St. Tammany, President Rick Franzo and Terry King who is the author of the book “Dead People, Crazy People, Drugs and Politicians” came together during the corruption issues surrounding the St. Tammany Parish Coroner’s office and former Coroner Peter Galvan. With the help of the media and CCST, a great deal of pressure was put on the law enforcement, which ultimately led to the indictment of Peter Galvan. Terry’s experience and knowledge fighting the Coroner, led to establishment of CCST Investigative Committee, which Terry King has chaired since 2012. The years that followed, CCST Investigative Committee assisted in the indictments of the St. Tammany Parish District Walter Reed, St. Tammany Parish Sheriff Jack Strain and approximately 30 others to date both in St. Tammany or surrounding Parishes. Through the years, CCST organization continued to grow and evolve into a Parish wide “WatchDog Group” being involved with some of the highest profile issues in St. Tammany, as it relates to corruption, ethics, infrastructure, zoning, high density developments, taxes, School Board, Library Board, Fire Boards, Recreation Boards, Human Trafficking, St. Tammany Levee Board, Family Court, City and Parish Council, while working with various law enforcement agencies when applicable. Concerned Citizens of St Tammany simply wants and supports, “Good Government”! CCST will be St Tammany Parish Government’s best supporter and cheerleader when our government is working openly and honestly for taxpayers. Conversely, we will be its worst opponent when we witness bad government and will actively seek accountability of any and all in our government when we observe unethical or questionable behavior. Terry discussed his book "Dead People, Crazy People, Drugs and Politicians". Also pictured is Rotary Club President Laurie Martin Pennison. What a month it has been! I attended some markets and began distributing the book. The reactions have been priceless. Some people are visibly concerned by the imagery of the book, but the feedback has been great. We've had quite a few very positive reviews, made several radio and television appearances, and have other events scheduled. I also attended the Rotary District Conference and made some great connections with commitments to speak at quite a few clubs in District 6840 (South Mississippi and Southeast Louisiana). After a very positive visit with the Attorney General's Office about several matters, Rick Franzo and I dropped off 200 copies of the book to be distributed at the legislature. The stunt elicited a call to Rick Franzo from the governor that evening to request that we help him craft a more palatable change in public records law. We included a letter with the book requesting that the legislature give St Tammany Parish a permissive bill to start an office of inspector general or modify Article V of the Constitution to create oversight functions for the Judicial Branch that are similar to the Executive Branch (Louisiana Office of Inspector General) and the Legislative Branch (Legislative Auditor). Currently, Coroners, District Attorneys, Sheriffs, and Clerks of Court have no oversight by the government. There is a Judicial Review Board, but all of their actions are confidential. The following week, Laura and I were videoed for a documentary that will also have some footage used to make a commercial for streaming services. It was a lot of fun. Chris Warner introduced me to a filmmaker that is interested in a project and I also continued work with another company that is interested in making a documentary about a different aspect of the story. Hopefully, we'll have updates soon. Even though all of this was happening, I and several other select CCST board members charged on with the investigation of what appears to be some illegal activities of the recent coroner, Charles Preston. I also testified against Robert Sigillito, netting another conviction for the list...and SIgillito may have more problems on the horizon. All in all, it's been the busiest month for investigations in the past few years. Well, I have to get back on the scope until next time! Thanks, Terry King

Since Terry published his first book, “Dead People, Crazy People, Drugs and Politicians, we have sold and distributed many copies and the early feedback has been overwhelmingly congratulatory and positive, except from the bad guys, their lackeys and the self-serving courthouse gang at the 22nd JDC. All kidding aside, most regular, hard-working, tax-paying, law-abiding citizens find the corruption exposed in the book reprehensible and are dumbfounded at the sheer avarice and greed exhibited by some public officials elected and sworn to serve us (Peter Galvan). The FBI says that there is nothing like the Concerned Citizens of St. Tammany, having nabbed over two dozen politicians for wrong-doing. It seems the book strikes a real chord among people who play by the prescribed rules year-after-year only to watch government grow and become less effective, efficient and accountable. Further, most readers realize that the problem is not just a Louisiana thing—and that our sister states and D.C. have their own peculiar set of challenges. Like Terry says in the book—we need more vigilance! Terry and CCST President Rick Franzo, after dropping off 200 books to the state legislature—all senators and representatives, got a call from Governor Jeff Landry, asking for CCST’s assistance in re-writing the bill reassessing the freedom of public information laws in Louisiana, giving the St. Tammany good government group an opportunity to serve outside its regular parish boundaries. It is a challenge I know Rick and the gang will be successful with, as they are in all of their difficult endeavors, doing daily the unfinished business of the people. Terry and I are nearing the halfway point on book two, and we hope to get it to you later in 2024. - Update on the Libertarian Party of Louisiana State Convention 2024
Christina Groce with the Southeast Louisiana Accountability Project joined Terry King at the convention on Sunday, April 7th. A few key topics (SB5, HB10, HB 11, and Art. 5 -oversight and accountability) were discussed along with the book. Key discussions were had and new relationships were made. It was very much a success.
