- Message from Christina Groce - A Concerned Citizen and Advocate for Justice
There’s a big misconception by many when it comes to who I am and what my organization does. Many think if I’m around it’s bc I’m going to file a complaint against an attorney, a judge, an elected official, Jared Riecke (haha), etc. That couldn’t be further from the truth. I’ve only filed 2 bar complaints, and we all know they deserved it. My passion and focus are on building the citizens’ TRUST in local law enforcement, the justice system, in our elected officials and their administration, public defenders, attorneys, clerk of court and any/all other government agencies/legal authorities. The system was created to work and some of the individuals in it, don’t work. The individual’s actions and characteristics shape the citizens’ views, their willingness to obey the law, their trust in our agencies and our crime rates. In order to achieve my goal of building trust between the citizens and our local and state government agencies, I choose to focus on procedural justice, corruption and judicial bias. Through my research, evidence shows that community perceptions of procedural justice can have a significant impact on public trust and safety. A major component to having the public’s trust, is for the conduct of authorities be fair, and this factor matters more to citizens than the outcomes of particular interactions favoring them. Corruption in the judicial system breaks the public’s trust. It severs the basic principle of equality before the law and deprives people of their right to a fair trial. Money, organized crime and influence currently play a major role in which cases are prioritized or dismissed. Perpetrators get away unpunished, while victims are left with no answer and no justice. Judicial bias must be exposed and reforms to increase courtroom honesty must be implemented. To ensure a fair adjudication of each and every case, judiciary has to be independent, impartial and act with integrity. With all of that said, to the ones who question why I am in their court rooms or at the same events as they are- here is your answer: It’s because I support you, I support the justice system, I love and believe deeply in OUR Constitutional rights. What I don’t support and will report is those with ANY involvement with corruption in our systems and who have any involvement with organized crime! Over the past several months CCST has continued its efforts on many fronts, however our biggest focus as of late has been to dive deep into the budgetary situation within St. Tammany Government. The agencies and/or boards are, by law, required to fund and the proposed reallocation of taxes that is slated to be on the March 25th ballot. Ironically, what now has come front and center is the large jump in property taxes from our Tax Assessor for a majority of citizens across our Parish. All these areas are interlinked and reflect a more complex understanding of the depth of the problems, while also trying to bridge differences amongst governmental entities so that our leaders can work together to achieve the desired goals, which includes fiscal responsibility, prioritizing where money should be allocated to maintain and even improve the quality life in St. Tammany. CCST has been working behind the scenes with the Parish Government and District Attorney’s office to help build a bridge of appreciation and understanding and to show our community, how without a properly funded DA’s office, everything else will fall apart within our Parish. Recently CCST sponsored three- ½ hour meeting with leadership on both sides of the isle, to help to create a better understanding on what is needed to maintain our quality of life as it relates to the ever increasing numbers of crimes in our Parish. We believe this meeting, although the extremely long and at times difficult in nature it was indeed a big step forward, and helping to bring resolution to a difficult situation. To date the there has been almost a million combined dollars spent of our tax dollars on a lawsuit initiated by the Parish President against the DA’s office. The money could have been used to fund the DA’s office in the remaining months of 2024. Recently CCST sponsored a 3 ½ hour meeting with leadership on both sides of the isle, to discuss exactly what is needed to maintain our quality of life as it relates to the ever-increasing numbers of crimes in our Parish. We are unable to discuss the nuts and bolts of the meetings and discussions but remain hopefully confident that a path forward has been created. Everyone needs to put their big boy pants on and work together to solve our Parish’s fiscal shortfalls. As previously mentioned, many of the citizens in St. Tammany have seen a major increase in their tax assessments by our elected Assessor Louis Fitzmorris. There are many questions we should all be collectively asking as these increases parallel an already difficult financial situation in our Parish and through-out our nation. The Assessor’s office also should not be using public funds to finance a public propaganda campaign against agencies or districts stating that they are "Raising Taxes", when in fact it is not the case. Some of the propaganda spewing from the Assessor's office seems to be politically motivated and CCST will do a deep dive into this matter. What the citizens need to know is that the Assessor's office has failed their responsibility for years and now its ugly head is emerging from the depths of the black hole onto the backs of the citizens. The citizens need to know that the Assessor's office has intentionally hidden tax increases in their potentially unconstitutional and illegal "cushion" without notifying the public or giving them their legal right to vote on such a cushion. Of course they will deny the large built in "cushion", but we have their own words in email documents. As Troy Dugas said in one email; "we are providing a large cushion for most all taxing districts." If you look at your tax bill you will see that most taxing bodies have not raised their millage, but instead these large increases are self-induced by our illustrious Assessor Louis Fitzmorris and his under-link, Troy Dugas who really runs the show. CCST is going to do a deep dive on this very important issue, because we all know property values have declined dramatically over the past 18 months, and our Assessor is making his analysis based on when the market was high. There should be a cap on any tax increases, and the citizens should not be held hostage to an agency that has failed to effectively do its job. On a final note CCST is also involved in many other issues in this parish including some on-going possible criminal and/or unethical situations, while also keeping a close hand on the Library Board situation, including the lawsuit filed by disgruntled past Board Members. We will do our best to keep folks informed, however sometimes we must remain silent because many things are in play. Respectfully; CCST INC. Wow! What a long, hot summer this is shaping up to be. Our work on the upcoming book, “No Limits: Big Game Hunting in St. Tammany Parish”, is really coming together. The top secret documentary we are working on is progressing nicely, and since we haven't missed a beat in our investigative activities, our readers can count on a consistent flow of additional new material being documented in the near future. Chris and I have both been out there, speaking at events and selling books. I had a fantastic evening at the Slidell Heritage Festival, always a great Rotary event. I'll be signing books at Andrew's Book Sack in Slidell on July 20th. If you can make it, it's a great opportunity to support a local bookseller, and there might even be some “refreshments” to help forget about the corruption we're dealing with. We're keeping some of our current events under wraps because arrests haven't been made yet. But once they are, you'll be the first to know. It's been an extremely busy summer, and great things are happening. “Dead People…” has been getting some fantastic reviews lately, including a phenomenal one from the mayor of Mandeville. Reconnecting with folks for the upcoming “No Limits” book has been a blast! There are stories in there that many people won't have heard and might find hard to believe, but they're all true! I'm very grateful to all the participants and my co-author, Chris, who has been working hard on this next volume. Hopefully, his PTSD won't be too bad. Over the past six months, CCST has actively engaged in various community issues, including the reformation of the controversial Library Board to better reflect the majority of our community. We are also involved with local zoning matters, infrastructure concerns, and essential flood protection efforts. We are collaborating with the Parish Council to establish a Home Rule Charter Review Committee. In discussions with President Cooper, we've addressed the planned tax proposal set for the November ballot. Our Investigative Committee has been diligently working behind the scenes on two older murder cases, prompting a review and raising concerns with the District Attorney’s office. Our focus is shifting back to the establishment of an Inspector General in St. Tammany Parish. Additionally, we've made significant changes to the Recreation Board Members to resolve long-standing issues. We remain committed to educating the public on various candidates during elections. CCST continues to collaborate with law enforcement, the District Attorney’s office, and the State Inspector General’s Office as needed. Moreover, Rick Franzo, President of CCST, has received multiple calls from the Governor regarding pressing concerns in our Parish and State. - D-Day 2024 Salute to Terry’s Great Uncle Dave Bloodworth
On this anniversary of the D-Day invasion, I would like to recognize the only person that I knew who participated in that battle. My Great-Uncle Dave Bloodworth left his R&D job at Higgins Industries to go be a coxswain on a landing craft for the invasion. He came in on Omaha Beach. A few years before he died, I purchased a poster of the National D-Day Museum and I told him about having a conversation with the guy who I was bidding against. The guy asked me if Uncle Dave had been to the museum. At the time I didn't know, but I told the guy I thought that he had. When he asked how he liked it, I responded that he actually liked the museum better than being there. Later I gave my uncle the poster and mentioned the conversation to Him. He laughed and agreed, then told me about that day. Later my Aunt Iris told me that he never discussed it with anyone. He was in his 80s and still having nightmares. It’s worth noting that apparently prior, someone from the museum interviewed my uncle and the museum archives hold the voice-recording. We salute you Uncle Dave!

No Limit, Big Game Hunting in St. Tammany Parish
- Snitching is Necessary
If you have seen the three-part Netflix documentary titled, "The Pharmacist," you are familiar with the witness to the pharmacist's son's murder, a young black woman, a Ninth Ward resident, who is scared initially, to come forward and finger the perpetrator, as snitches are categorized among the lowest of neighborhood denizens--a turncoat, a Benedict Arnold--and God forbid--as someone who works with the po-lease (POLICE). The same can be said on the other side of the spectrum of life in St. Tammany Parish, as conservative white people are equally reluctant to rat out their crooked civic and social counterparts who hide in plain sight, pretending to ensure and protect the public trust while making money off their positions. This corrupt system runs on patronage and loyalty to the machine; the larger, stabilizing force at work, surpassing even local history and tradition. The successful work of CCST can be credited largely to brave men and women who have served and continue to serve as confidential informants, or CI's. These individuals are either victims of crimes or know someone that was a victim of a crime and is willing to bring forward information that lends to proof of criminality. In going on the record, the CI can sign a sworn, authored affidavit as well as by talking further with the media. Just like in the hood, there is reprisal for speaking out--or for being a snitch--in country club circles, as well. The practice of snitching is frowned upon and is positively and negatively reinforced on the streets; as silence is the code that protects everyone--big and small. Silence is the opposite of what CCST promotes. CCST puts forth information beneficial to public decision making and it works with law enforcement to investigate corrupt government officials, hoping to affect overall quality of life in the region, moving the experiment closer to good, more effective government. Democracy translates into "people rule." CCST continues to show civic and change-minded people the way to improve our continued plight against political corruption, the silent tax everyone pays.
